Complex Permission No 1/2004

Members of the European Commission, the Bulgarian Ministry of Environment Protection (MEP) and the Regional Inspection for Environment Protection, Plovdiv visited the Non-Ferrous Metals Plant (KCM-S.A.) in Plovdiv on 24 June, 2004.

The visitors were acquainted with the measures undertaken by KCM-S.A. in connection with the fulfillment of the requirements about environment protection and the Regulations concerning the conditions and procedures of issuing a complex permission for construction and exploitation of new and exploitation of the existing industrial installations and equipment. Along with the information about the achieved effective results, some new projects from the investment program for achieving conformity with environment protection, according to the European requirements and Bulgarian legislation, were presented. Particular attention was paid to the types of monitoring being realized, as well as to the periodical measuring done by the Laboratory of KCM-S.A. certified in ecological measuring. The exceptional activity of the company in the implementation of the standards of the series of ISO 14 000 - Environment Control System (ECS) - was underlined. The implementation of ECS will be facilitated by the certified system ISO 9001:2000, the integrated system for business management and a number of practices, aiming at environment protection.

The group visited the Acid and Steam Production Plant, the construction site of the Central Waste Water Purification Plant, the main spot sources subject to monitoring and the depot for industrial wastes.

Within the frames of the visit, Mr. Dimitar Vergiev - Executive Director of the Executive Agency for Environment of MEP - presented the Chairman of the Supervisory Board of KCM-S.A. - Assoc. Prof. Dr Eng. Nikola Dobrev and the Executive Director of KCM-S.A. - Eng. Nikolay Konarev - with Complex Permission No 1/2004. The Complex Permission is a system for regulation, applying a complex approach of control on industry impact on environment. Its acquisition is an important stage of the measures that have been undertaken for improving the ecology in the region of KCM-S.A. It defines the parameters of the industrial operations of the company in the conditions of protected and improved surrounding and working environment.
